Background:
- Since 2004, the Palestinian Authority has directly paid terrorists and their families monthly stipends through its “Pay for Slay” program, which operates under the PA’s Prisoners’ Fund and Martyrs’ Fund.
- In 2018, the Taylor Force Act blocked U.S. aid to the Palestinian Authority until these payments stopped.
- A U.S. civil lawsuit filed in New York (Oct. 16, 2025) accuses the PA of continuing terror payments in violation of the Anti-Terrorism Act (Force v. Palestinian Authority, 2025).
